PACE assisted in developing a comprehensive stormwater management plan that is based entirely on BMPs and other LID techniques. Supporting codes and development standards were developed to require the use of LID for new development and redevelopment. A supporting stormwater management and LID maintenance program was developed, along with the town’s first stormwater management utility and supporting rate structure, with LID incentives to stimulate the retrofit of existing residences and businesses.
